I was being a bummer last week when I first uploaded this story, so lets forget about all that and talk about something more interesting instead. Well, I thought it'll be interesting to drop some little tidbits here and there, but anyway... Lets see...
I originally began writing this story as a way to relief stress. My day job involves writing too, you see? But the format was rather fixed and the content was rather dry. I don't get to pick what I want to write since I'm a translator. The most leeway I got was in summarising the content I translated. It's an alright job, but it messed with my creative writing for at least a year when I first started; I digressed somewhat. The point was that it wasn't a particularly fun job from a writer's point of view, so what was it I could do that might help shave off some of that monotony? A fun little story, maybe? :p
Boy was I wrong... Or at least, I thought I was right for a few chapters, until I realised that origin stories aren't exactly the easiest things to write about. Those chapters I thought I was right about? I ended up rewriting several of them anyway. FML, OTL, you get the drift.
Sounds negative, aye? My bad. Fortunately, I feel decently satisfied with how the story turned out. At least, I think I managed to try my best despite my poor, fluctuating mental health. Not my best work, but not terrible to the point of wanting to give up on it. It wasn't easy at all, but it was a fun little project and writing experiment.
This story is almost complete btw. It's just the final chapters or two I need to continue working on. They're pretty tough, so I hope I can keep within this one-chapter-every-sunday timeline.

Un altro fatto quasi sconosciuto è che la Rolex partecipò allo sviluppo della tecnologia al quarzo anche per contrastare il forte sviluppo delle case giapponesi che stavano a loro volta sviluppando i propri movimenti. Nonostante inserì pochi modelli nella propria linea, i tecnici e gli ingegneri della casa furono determinanti nello studio della nuova tecnologia a cavallo tra gli anni sessanta e settanta. Nel 1968 la Rolex collaborò con un consorzio di 16 produttori svizzeri per creare il movimento al quarzo Beta 21 usato nel proprio Quartz Date. Gli sforzi della Rolex daytona replica culminarono dopo cinque anni di ricerca, disegno e sviluppo nella creazione del movimento "clean-slate" 5035/5055 che avrebbe alimentato l'Oysterquartz - secondo alcuni il miglior movimento al quarzo mai creato.

In questo modo la Rolex si creò la reputazione di orologi validi anche per immersioni subacquee, aviazione e alpinismo, grazie anche a Chuck Yeager, il primo pilota a portare un aereo oltre la barriera del suono con al polso un Rolex acquistato da lui personalmente. Tra i primi modelli sportivi faceva parte il Rolex Submariner e il Rolex Sea-Dweller Submariner 2000 (2.000 ft = 610 m) (1971). Un capitolo a parte merita il modello Cosmograph Daytona. "Il cronografo a carica manuale dei primi anni '60, nato semplicemente come Rolex Cosmograph (la scritta Daytona viene aggiunta solo in un secondo tempo), riceve un'accoglienza piuttosto fredda, certamente non paragonabile al fenomeno che è oggi. Non dobbiamo infatti dimenticare che a quell'epoca erano di moda orologi più classici e ultrapiatti: un modello così sportivo e moderno non si accordava con i gusti di allora. Questo snobismo commerciale proseguirà per quasi un ventennio, prima con la nascita dei modelli al quarzo negli anni '70, e poi ancora negli anni '80, quando l'orologio a carica manuale viene considerato obsoleto. Nella ricerca della durata e dell'affidabilità, Rolex interviene sostituendo ai calibri Valjoux a carica manuale, l'eccezionale movimento dello Zenith El Primero, il miglior movimento industriale a carica automatica allora esistente sul mercato. Originally, my plan was to continue on with his article on Slavery in the United States. However, United Left, and some previous posts of mine, more or less already debunk the picture he paints in that article. I still plan to address though at a later date.
This article, perhaps even better than the last, show how thin Faulk's objectivity is. He opens and closes as if he was actually being holistic, but instead leaves a specimen blatant rationalization over a topic common among right-wing circles, the racial history and politics of South Africa. Lets not waste time.

The impact of European colonialism on the world is often described as being profoundly negative. The popular view is that Europeans came, stole resources, destroyed cultures, and committed mass murder all over the earth. By contrast, the prevailing view 100 years ago was that Europe was supplying the world with advanced institutions which they would not develop on their own and, in so doing, was civilizing the world.
Either of these theories might be true, and, to some extent, they both are. It is obviously correct that Europe took resources from places, killed some number of people, and ended various indigenous cultural practices. It is also obviously true that Europe set up various institutions, such as capitalism and democracy, in various parts of the world which had not developed these things on their own.
Does he think state control over, say, African labor during colonialism is Capitalism? Or that limiting Local chiefs from legislation such as in Colonial Nigeria is democracy?
A broad look at the empirical evidence suggests that European colonization helped most people more than it hurt them. Research has shown that the longer, or more heavily, a place was colonized by Europeans the richer it ended up being today (Eaverly and Levine, 2012; Feyrer and Sacerdote, 2006). Moreover, in the 20th century Africa, which is the center of much of the colonization debate, saw tremendous net gains in both wealth and population size (Manning, 2013; Roser; 2016)
Going through each of these, The Easterly study mainly looks at economic growth, and honestly doesn't suffice to explain the specific of African colonial experience in that regard. The second study notes how specific conditions of colonialism influences growth, while the two figures on African population growth shows this to be particularly so in the Post colonial era. Few would consider the first decades of African independence to be embodied by these numbers.
Here's an actual balanced set of studies and explanation on Colonialism in Africa.
I find this broad view compelling, but discussions on colonialism are rarely about the broad view. Instead, people like to talk about the anecdotal experiences of particular countries at particular times, and no anecdote is more often talked about than South African apartheid.
In this article, I will examine the history of South Africa as a case study in European colonialism.
Correction: You will gloss over it in a way that reflects your political biases.
Black Origins
The earliest people known to have occupied South Africa were a type of African called Khosians. Khosians are not the group of people most people think of when they think of Black South Africans. Those are Bantus. Bantu Africans and Khosians Africans look different, traditionally spoke different languages, and lived different sorts of lives. If we turned the clock back 4 thousand years, we would find that the southern half of the African continent was almost entirely inhabited by Khosians.
Some time roughly 3,000 years ago, Bantu Africans began expanding out of eastern and central Africa. As they expanded, they displaced many of the African peoples who had previously lived there. The degree to which this expansion occurred via violence, disease, out breeding, or other means, is unknown.
By 1,000 AD, the Bantu had reached most of South Africa. However, most of the people there were still Khosians. When the Portuguese arrived in South Africa in the 1400’s, they encountered very few Bantu.
As the Bantu expanded, they divided into tribes which then went to war with one another over land. In several African nations, a specific Bantu tribe came to dominate the others and then set up an empire. This occurred in South Africa as well. In the 1810’s and 1820’s, the Zulus conquered many neighboring African tribes and formed the Zulu empire. This empire went on to last almost until South Africa was entirely under White rule.
So a few things worth mentioning, that by 1000 AD, the current trends in a predominately Bantu Eastern half and a predominately Khoisan Western Half was already established.

The Rise of apartheid
While the South African government did not obtain independence from Britain until 1948, the beginnings of Apartheid can be traced back to the land act of 1913. This law made it illegal for Whites to sell land to Blacks and vice versa. By this point, Whites had already conquered or purchased the vast majority of South African land and this law was designed to make sure that this would not change.
Between this time and the 1960’s, the Apartheid government passed many laws which further segregated the races. For instance, inter-racial marriage was banned.
The most often talked about policy of South Africa was the creation of the Bantustans. These were designated “homelands” for Black South Africans. The Apartheid government forcibly moved millions of Blacks from multi-racial areas of South Africa into these Bantustans.
As explained in the report of the Truth and Reconciliation Commission, the people who established the Bantustans gave the following rational for their motives:
“NP politicians portrayed the homelands as a moral response to South Africa’s ‘multi-national’ reality. Apartheid theorists believed that South Africa was a country containing a number of nations, each developed to a greater or lesser degree. Freedom, they posited, could be realized only by providing the opportunity for each of these nations to exist and develop along its own lines.”
However, critics are quick to point out that the Bantustans consisted of less than a quarter of South Africa’s land even though Blacks made up an overwhelming majority of the nation’s population.

Bantustans also suffered from tremendous poverty. As the Encyclopedia of Britiannia explains:
“The Bantustans were rural, impoverished, underindustrialized, and reliant on subsidies from the South African government.The original hope of the designers of the Bantustan system was that industries would be established along the Bantustan borders to utilize the cheap labour available nearby, but for the most part these hopes went unrealized. Other initiatives to create the illusion of viable economies for the Bantustans also broke down. To the end they were heavily dependent on financial aid supplied by the South African government. Poverty remained acute in the Bantustans, and child mortality rates were extremely high. Despite draconian control of where people were allowed to farm and the number of cattle they were permitted to have, Bantustan lands were oversettled, overgrazed, and hence afflicted with serious soil erosion.”
So far so good. Of course, for this to be an article by Faulk, things would have to sharply turn downward.
The Net Economic Impact of Bantustans
Such critics rarely mention the fact that as can be seen, in 1960, Black South Africans were exactly as poor as Sub-Saharan Africans generally were. By 1980 they were far richer (1).

Given this, it does not seem fair to say, as some people do, that Bantustans caused Blacks to be poor. Prior to being forced into these areas, Black South Africans were just as poor as Sub-Saharan Africans generally were. Had Black South Africans been left totally alone, there is no reason to think that they would have become any richer than the rest of Sub-Saharan Africa let alone richer than they were under Apartheid. The land in Bantustans may have been bad. But this, evidently, was more than made up for by payments from the South African government.
The economic strain caused by the nature of the Bantustans is basically uncontested by actual experts as far as I know. The basis being that the clearly linked demographic disasters linked to their design have been established but ignored by the government since their early existence through the Tomlinson report and previous studies calling for reform.
Voerwerd refusing to spend the recommended budget to actually achieve independence as oppose to partial dependence for black labour, as well as the future migration to urban areas fueled by the increasingly poor conditions, suggest whatever aid given to the homelands were far from sufficient in any meaningful sense.
Height data suggests Living standards indeed deteriorated with the onset of particular labour exploitation events and that future improvements were linked to being apartheid of the same economic benefits that white South Africans were apart of. This would've been undermined had Apartheid not inadvertently fueled migration into white urban areas and new urban areas surrounding the homelands close to white populations.
Thus, whatever growth seen between Apartheid, which eventually became economically weakened from the 1970s to the 1980s, would be in spite of the laws imposed.

In conjunction with these external pressures, domestic terrorism was rapidly rising in South Africa during this time period. Following the incident in Sharpville, members of the ANC, the leading Black political party in South Africa, formed a military wing called the MK. Among its founders was Nelson Mandela, who was famously thrown in prison in 1962 for committing various acts of terrorism against the South African government.
The most famous incident of said terrorism perpetrated by the MK was the Church Street Bombing of 1983. This attack consisted of a car bomb being set off in the middle of the day on a busy street. 19 people were killed and over 200 were wounded. 📷
This is but one example from a list of many similar terrorist attacks that occurred, mostly in the 1980’s. During this time, the MK also gained a reputation for torturing prisoners.
On top of all this, in 1989 the South African president suffered a stroke that caused him to resign from office. F.W. De Klerk took his place after being elected by congress and was then re-elected by the electoral college.
De Klerk eliminated as many of the Apartheid laws as he could and, after freeing Nelson Mandela, entered into negotiations to end Apartheid.
Following the announcement of these negotiations, De Klerk’s party, the National Party, lost a national election to the pro apartheid Conservative Party. This was taken to indicate that the (White) people of South Africa did not want Apartheid to end and so De Klerk decided to hold a national referendum on whether or not to continue his negotiations to end apartheid.
The referendum was conducted in 1992 and the public was taken to have voted to end Apartheid. However, the referendum has been heavily criticized on several grounds. First, the South African government owned the media and this meant that the public only got a biased presentation of one viewpoint (Schonteich et al., 2003). Secondly, western powers were expected to plunge South Africa into a recession if they voted no (Wren, 1993). Thirdly, serious accusations of voter fraud have been made. Regardless, the negotiations continued and in 1994 Apartheid was ended.
Some Whites tried to resist the vote by setting up smaller areas of White control, but such efforts largely subsided after several Whites were executed on live TV by Black police officers. As one author wrote:
“the sight of three wounded AWB men pleading for their lives on live television and then shot in cold blood [by black policemen] had a powerful impact on the country’s Whites.”
Following the end of Apartheid, Nelson Mandela was elected president of the new South African government.
So there's an impression left here that'll pick up on later, but to give you a hint, Faulk doesn't tell you exactly who the executed whites were.
National Success Since Apartheid
Unfortunately, since Apartheid ended South Africa has declined on many metrics of national health.
Under apartheid GDP per capita usually grew roughly in sync with the rest of the World. This trend began to collapse in the 1980’s following the introduction of sanctions against the country. After apartheid ended, GDP per capita not only stagnated but, in fact, fell such that South Africans were poorer in 2002 than they were in 1982.

Of course what it also shows is an eventual recovery.
In 1980, South Africa has an unemployment rate of 9.8% (Murwirapachena et al., 2013). By 2002, that figure had risen to 30.4%, and in 2014 it was still nearly 3 times as high as it was in 1980 (Murwirapachena et al., 2013; World Bank) .
What he doesn't show is this disparity occurring before Apartheid ended, almost 10 years prior in fact.
Under Apartheid, South Africa had a longer average life expectancy than Sub-Saharan Africa generally did. Since Apartheid ended, life expectancy has stagnated and fallen such that life expectancy was almost 10 years higher in 1992 than it was in 2002.

Like the GDP, it saw a recovery.
Murder rates in South Africa began to rise in the 1970’s. Given the national turmoil of this time period, an increase in crime is unfortunate but not surprising. Perhaps less obvious, however, is the fact that murder rates exploded following the end of apartheid. As can be seen, this has disproportionately impacted Whites.

That is actually not supported by the data. Coloreds in South Africa make up roughly the same percentage as whites, yet their victimizations are night and day. That's actually the point of the study.
These declines have not just impacted White South Africans. The wealth gap between Blacks and Whites in South Africa was slightly lower under Apartheid than it is today.

This, taken in conjunction with the fact that GDP growth has slowed since Apartheid ended, implies that both Blacks and Whites in south Africa would likely be richer today if Apartheid were still in place.
Moreover, Black South Africans reported feeling less happy and less satisfied with their lives in 2008 than they did in the early 1980’s.

Thus, it seems that the economic, physical, and psychological health of South Africa has gotten worse since Apartheid ended.
The 1980s, mind you, being Apartheid at it's economical weakest compared to previous decades, going towards the trend of less government restrictions.
Kill the Boers
Anti-White racism has also risen since Apartheid ended. Today, there is a wave of mass murder being waged against the descendants of the Boers.This is how the situation was described by the president of Genocide Watch:
“Afrikaner farm owners are being murdered at a rate four times the murder rate of other South Africans, including Black farm owners. Their families are also subjected to extremely high crime rates, including murder, rape, mutilation and torture of the victims. South African police fail to investigate or solve many of these murders, which are carried out by organized gangs, often armed with weapons that police have previously confiscated. The racial character of the killing is covered up by a SA government order prohibiting police from reporting murders by race. Instead the crisis is denied and the murders are dismissed as ordinary crime, ignoring the frequent mutilation of the victims’ bodies, a sure sign that these are hate crimes*.*However, independent researchers have compiled accurate statistics demonstrating convincingly that murders among White farm owners occur at a rate of 97 per 100,000 per year, compared to 31 per 100,000 per year in the entire South African population, making the murder rate of White SA farmers one of the highest murder rates in the world.” Leon Parkin & Gregory H. These murders are not only common place, they are also gruesome. Attie Potgieter was stabbed over 150 times while his wife and daughter, who were later executed, were made to watch.

As a final example, consider the Viana family. The father and daughter were shot, the mother was raped and killed, and the son was drowned to death in a bath of boiling water.

These murders reflect a more general anti-White sentiment which is ubiquitous in South Africa. Even leaders of the ANC, the party now in charge of the South African government, literally sang songs about killing White people as recently as 2012.
“South Africa’s ruling party on Tuesday defended the singing of an apartheid-era song with the words “Kill the Boer” in a row that has raised fears of increasing racial polarisation.” – Govender (2010)
White South Africans are also discriminated against by various South African institutions in order to make up for the damage that Apartheid institutions are thought to have done to Blacks.
First, there is discrimination in University admissions. Consider, for instance, this report on the University of Cape Town:
“The way in which the university has achieved this diversity, however, is somewhat controversial. To be admitted, white students must score the equivalent of straight A’s. Meanwhile, black and mixed-race students can get in with plenty of B’s. The University of Cape Town doesn’t make this policy a secret — admission cutoffs are listed by race in the prospectus.” – Kelto (2011)
Employers are encourage by the state to discriminate against Whites as well. The Black Economic Empowerment law set up the following point system in the country:
“Points are based on the percentage of blacks and other non-white ethnic groups in the company’s ownership and the skills training it gives to people in these groups. For companies, having a good BEE scorecard is often essential for business. The higher the BEE score they have, the more access they get to public markets and contracts.” – Iob (2013)
Finally, in may of this year South Africa passed the “land expropriation bill” which allows the government to force White South Africans to sell their land to the government at a price that the government decides. The rational behind this law is that it can undue the redistribution of land into the hands of whites which was solidified by the Land Act of 1913.
These factors have led White South Africans to abandon South Africa in large numbers. Since Apartheid ended, over half a million White South Africans have left the country. To put that in perspective, there are less than 5 million Whites in the whole country.
Some White South Africans are unable to emigrate on their own and are asking Western nations for Refugee status. The Canadian government has recently acquiesced to this request and allowed two White South Africans to come to Canada as refugees.
“31-year-old Brandon Huntley from Cape Town said he was constantly called a “white dog” and “settler” by Black South Africans back home. He was also robbed 7 times and stabbed three times by Black South Africans since his home country ended Apartheid in 1994. “There’s a hatred of what we did to them and it’s all about the color of your skin,” Huntley told the Canadian Immigration and Refugee Board.The evidence Huntley provided showed “a picture of indifference and inability or unwillingness of the South African government to protect White South Africans from persecution by African South Africans,” Board Chairman William Davis said.” –
White South Africans are also asking for refugee status from the EU which, in recent years, has allowed tens of thousands of middle eastern and African refugees to cross its borders.
I won't sugarcoat the the economic and social issues of whites currently in South Africa. The problem is, aside from the victimization of Afrikaners (farmers specifically) by murders, the general economic position of whites in South Africa hasn't changed.
As for white emigration, his figure combines the total number of whites (roughly 300k) that have left between 1986 (that is before apartheid fell) and 2000, and roughly 300k between 2000-2015.
Overall, the white population only slightly shrank between 1980 and 2015.

If conquest is not a legitimate means to acquire land, the Zulu and similar Bantu tributes did not justly own South African land, nor did any other tribe of the last few hundred years. After all, this land was conquered from Khoisan and older Bantu tribes.
Moreover, if the Zulu did steal the land, it is not clear that Apartheid was in the wrong for taking it from them. Is it wrong to steal something which is stolen from the thief who stole it?
If, on the other hand, conquest is a valid way to acquire land, then White South Africans had a perfectly legitimate claim on it. This might be taken to imply that there is also nothing wrong with modern Black South Africans taking land from Whites. However, conquering land via war is not the same thing as using a false political narrative about the supposed negative effects of apartheid to take land. Moreover, forcing White people into a society that hates and mass murders them is not analogous to putting Blacks in bantustans which, as we have seen, were not as bad as they are often made out to be.
I consider the morality of conquest to be a difficult question and I won’t try to resolve it here. What I will say is that it is very hard to come up with any principled moral answer which would justify the totality of what is being done to White South Africans.
Where to begin?
  1. Assuming the validity of the right of conquest, that only applies to the right to claim land or wield power over it. That doesn't exempt moral considerations on particular acts directed towards the previous occupiers. That is, if the Zulu Empire lead to the displacement and abuse of other groups like the Khoisan, then they can be morally judged on those grounds. Same can be easily said for victims of the Anglo-Boer wars under concentration camps.
  2. "White South Africans" didn't conquer Bantu lands leading to their annexation, it was the British specifically. Boers more so are responsible for the displacement of the Khoisan in the Western Cape.
  3. "Forced Removals" weren't the direct result of being conquered, annexation was. Forced removals, then, can be viewed as a separate act apart of conquest from war and as a decision by an already formed government. It was these laws that form the basis of land claims, not British colonization in and of itself.
  4. There is noting "false" that was validly demonstrated regarding the effect of Bantustans had on the black population. Nor were the Bantustans "not that bad", as most moved out by 1986.
Political Violence
Another important question is whether or not the political violence initiated by the MK against White South Africans was justified.
Apartheid set up various laws, some of which I would consider unjust. Most importantly, Apartheid severely restricted the right of Blacks to protest. This was the justification that Mandela used for resorting to violence. He had no other choice.
This may be true, and if you think that apartheid’s policies were sufficiently horrible this may justify violence, but there is no way that the indiscriminate violence against innocent and random White south Africans that the MK engaged in can be justified. Their activities, especially in the 1980’s, were morally equivalent to any other act of mass murder.
Further more, as we have seen, Apartheid’s actions were not nearly as bad as they are often thought to have been.
This is what I was alluding to earlier, that terrorism among the Anti-Apartheid movement was directed towards whites mostly. While there were indeed anti-white motivation fueling the movement, the overwhelming majority were black. See here for an understanding.
This whole section is a strawman.
Evaluating Apartheid
Even if Apartheid improved the material and psychological conditions of Black Africans,
It didn't. De facto economic integration efforts was what lead to observed improvements.
On the other hand, the material benefit that Whites brought to South Africa, and Africa generally, was truly immense. Were it not for colonialism, most Africans alive today would have never even been born.
In South Africa, that population growth came from a reaction of concentrated poverty, not wealth.
Fundamentally, the problem of African colonialism is the problem of multi-racialism. So long as Whites allowed Blacks to continue to live in Africa, which could have only been prevented with a massive and horrific genocide, Black Africans were going to resent them.
Except in Botswana, and to a lesser extent Namibia. Both with significantly different approaches to race relations.
As Apartheid shows us, this is true even if the Whites improve the conditions of the Blacks. There will always been a feeling that Whites do not belong there and Blacks will always resent the invariably superior material conditions of Whites.
Probably because many were removed from and forced away from Urban living.
Colonialism of the United States only worked because there aren’t many Indians around anymore.

The kind of colonialism practiced in Africa in which Whites would be permanent but ruling minorities in a majority Black nation was never sustainable without an uncomfortable measure of totalitarianism and even then ethnic conflict was still common place.
Again Botswana.
The violence surrounding colonialism was rarely, if ever, one sided. Today, there is a massive level of systemic racism against White South Africans. The fact that this racism is not covered in Western media offers a stark contrast with how the media covered the sins of Apartheid.
The sources of the farm murders and affirmative actions were News24, a relatively left leaning SA news source, NPR, Reuters, Voice of America and the Dailymail. Only one source was an "alternative one", which reported the murder a whole year after News24 did and relied on a mainstream Afrikaner-news report.
These get attention by "Western media".
Overall, the problems of South Africa, both in terms of Blacks resenting their White rulers under Apartheid and Whites experiencing racism today, come from the inherent difficulties of having a multi-racial society. In this sense, the story of South Africa contains lessons not only about colonialism but also about more general and pressing questions of immigration and diversity.
Or, you know, what happens when you don't consider the role of Black Africans in your government, unlike Botswana.

Even if you have completed the process in terms of registering to vote, you will need to wait for your voter registration card to be mailed to you. Until you receive your card, you would have to assume that you are NOT registered until you actually get that card. So register right away if you can.
IT IS ALSO POSSIBLE that you may be able to pick up a voter registration card right away if you register to vote at your County Clerk's office. I AM NOT 100% SURE ABOUT THIS, so double check. If this is possible, this may be your best option, at least at this point of time, if you want to guarantee that you will be able to go vote in this Election.
The deadline for voter registration is Monday, October 5.

Pre svega, želeo bih da se zahvalim svima na pozitivnim reakcijama povodom prve epizode razotkrivanja lokalnih moćnika iz Vršca. Afera "Jezero"

  1. jula 2012. godine na Vršačkom jezeru utopile su se dve sestre. Taj dan je bio upamćen i kao jedan od najtragičnijih dana u zadnjih deceniju-dve. Međutim, sve je šokirala činjenica da na jezeru tada nije postojala spasilačka služba, a da je tadašnja opštinska vlast skinula krivicu sa sebe tako što je građanima dozvolila kupanje isključivo na sopstvenu odgovornost.

Afera "Milenijum"

SPC "Milenijum" izgrađen je zajedničkim sredstvima Vlade Srbije i vršačkih privrednika među kojima je prednjačio Hemofarm. Otvorena je 2001. godine ali se ubrzo pokazalo da ne funkcioniše dobro, lokali su bili prazni ali je preduzeće sve vreme normalno isplaćivalo nadprosečne plate i stvaralo privid uspešnosti. Prvi problemi (i prvi skandal) nastali su 2013. godine, kada je otkriveno da Milenijum duguje gradu 60 miliona dinara na ime raznih poreza. U to vreme funkciju predsednika UO Milenijum i predsednika Opštine vršio je isti čovek, Čedomir Živković koji je odlučio da se dug pretvori u vlasništvo Opštine, tako da je Opština dobila 95% Milenijuma ali joj dug nije vraćen. 2 godine kasnije na površinu je isplivao novi dug (oko 10mil dinara) koji je ponovo konvertvoan u akcije koje su date opštini

Afera "Azil/Leševi"

Vršac je pre 10 godina imao najuređeniji sistem upravljanja populacijom pasa. Bilo je izgrađeno postrojenje za upravljanje animalnim otpadom, azil, svi psi su čipovani i vraćani vlasnicima u slučaju napuštanja. Međutim, 2009. godine se sa tom praksom prestaje a broj lutalica se povećava. 2017. godine radnica JKP "Drugi Oktobar" Snežana Mikulić otkrila je da se psi u Azilu izgladnjuju zbog nedovoljnih kapaciteta azila (davala su se 3 džaka na 350 pasa). Srbiju su obišle slike mrtvih leševa iz vršačkog azila. Iste godine posao upravljanja animalnim otpadom se oduzima od JKP "Drugi Oktobar" i dodeljuje privatnoj firmi iz Vrbasa pod sumnjivim okolnostima.

Afera: "Varoš/Urbanizam"

Vršac je do početka 2018. godine imao JP zaduženo za poslove urbanističkog planiranja pod nazivom "Varoš". Bez jasnog objašnjenja ovo profitabilno i uspešno preduzeće se gasi 2018. godine, a Opština sa ulogom od 100 dinara zajedno sa ostalim južnobanatskim opštinama osniva JP "Urbanizam Pančevo", gde se osnivačkom odlukom propisuje da će "Urbanizam" obavljati poslove za Vršac ako stigne i kada stigne

  1. godine lokalni pokret "Za bolji Vršac" otkriva da je na telefone u Opštinskoj upravi potrošeno čak 3,6 miliona dinara, od čega je 850 hiljada dinara otišlo na misteriozan broj 0600450023, koji nije dodeljen ni jednoj službi odnosno zaposlenom u opštini.

Afera "Helvecija"

  1. godine Gradska uprava odlučuje da rasproda komercijalnu imovinu JKP "Drugi Oktobar" koju su činili hoteli u Kopaoniku (fun fact: u pitanju je rodno mesto bivšeg direktora i istaknutog socijaliste Ljubisava Šljivića), restorani i motel u centru, fabrika vode, fabirka kartona za jaja. Odlukom gradske skupštine sva imovina se izdvaja u DOO "Helvecija" i utvrđuje se kvorum za prodaju od 30 poslanika. Kako je u periodu između osnivanja Helvecije i sednice na kojoj se raspravljalo o prodaji opozicija proglasila bojkot, SNS fantomski smanjuje kvorum sa 30 na 23 poslanika i prodaje Helveciju za cenu višestruko manju od procenjene,

BONUS: SPC Afera "Sterijina kuća"

Po svom testamentu Jovan Sterija Popović je rodnu kuću u Vršcu ostavio bratu Đoki, a ovaj je to **prema pojedinim navodima** preneo u svoju zadužbinu i poklonio Crkvi (ne postoje dokazi koji bi ovo potkrepili) Posle rata imovina je nacionalizovana, a u nju se 1981. godine uselila Književna opština Vršac koju je osnovao Vasko Popa. KOV je izdavao knjige, ugošćavao razne autore i bio izuzetno važan činilac na kulturnoj sceni Jugoslavije. 1995. Slobina ministarka kulture Nada Popović Perišić šalje fantomski dopis kojim se ponovo uspostavlja zadužbina Đoke Popovića. Na osnovu tog dopisa koji nije imao nikakvo pokriće, Crkvena opština podiže tužbu i pokušava u nekoliko navrata da u toku noći sa kamionima bez tablica iseli KOV. Bitno je napomenuti da tada nije postojao zakon o denacionalizaciji, a da je imovina bila nacionalizovana još 1959. godine te nije postojao nikakav pravni osnov da Crkvena opština preuzme vlasništvo nad kućom. Urednik Petru Krdu se svesrdno borio da ova ustanova ostane u svom domu, međutim bitku je izgubio, a 2009. je prerano preminuo (neki spominju da je oboleo usled stresa izazvanog višegodišnjim sporovima sa Crkvenom opštinom).
Napomena: tvrdnja o postojanju zadužbine nikad nisu proverene, KOV je uporno dokazivao da po Sterijinom testamentu crkva nema pravo na vlasništvo nad zgradom, već samo da prikuplja novac od izdavanja iste.

2020.09.19 16:10 s810 Old Austin Tales: North Austin Meetups of Prehistoric Eras - (4000BC - 1690AD)

The folks down at the Austin History Center are slowly scanning archival photos and adding to UNT's Portal to Texas History even in these pandemic times. Among others, there are quite a few new photos of land parade floats from the early Austin Aqua Festivals in 1962 and 63. It's disappointing to see photos like this 1963 Austin Aqua Festival parade float ignorantly depicting Native Americans in a less than flattering light.
But a few of those kids dressed as stereotypical and generic 1960s natives probably had elderly relatives who remembered the time before all the tribes were ejected from this area and probably would have still thought of them as little more than savages. The photo gives context to the times in which it was taken. The Austinites of that era seem to have had less respect for those people who lived here hundreds or thousands of years before the Spanish and French started roaming around here.
As a modern Austinite I don't see why this attitude should be held up. Those were humans who lived here, if even sporadically, and loved the land and the creeks and trees as much or more than you or I. They just called the landmarks different names back then. It is known that some of the tribes who used to live around here were warlike and confrontational with other tribes. My own grandmother was born in Austin in the 1930s and often told me a tall tale about a fictional battle between the Comanche and 1000 Apache warriors in the hills near Lake Travis. (sometimes the battle took place in the area around where we were sitting in traffic depending on grandma's mood) It was a Thermopylae/Alamo-like tale of outnumbered Comanche braves winning the day by running to the hill now known as Commanche Peak and waiting in ambush. But grandma often told some whoppers and that was surely one of them. I've never read about even the scantest evidence that something like that took place here, if even only in oral histories of the tribes involved. But who knows. My point is we really don't know a whole lot about what the people who lived here before everything, and what they did while they were here.
Today I wanted to share some small bit of the real story of these people who lived here when real estate was free if you could keep it from the wild beasts or competing tribes. Because the real story, from what little we know of it, is really just as captivating as Grandma's tall tales were.
On a related note I recently discovered the AustinFound podcast from Michael Barnes and a few other folks at The Statesman. They've been writing the good historyposts on The Statesman's Austin360.com for a while now under the same name and I've referenced them a lot here before. Michael Barnes knows his stuff. He has written a multi-volume book set called Indelible Austin and was one of the people who went on the expedition to look for traces of the 1730 Spanish mission set up somewhere in this area. In episodes 1, 6, and 27 of the podcast he talks about the three main native tribes in this area: The Apache, who considered this area the northeastern border of their roaming grounds and had mostly vacated by the 1800s, the Comanche, who were descended from the Apache (edit: fixed) Wyoming Shoshone tribe long ago in modern Utah and Wyoming and considered this area the southeastern border of their expanding roaming grounds, and the Tonkawa tribe, who were also war like but had a different culture and their own ways. They especially were early victims of the diseases brought by european contact.
One thing I agree with Michael Barnes about is how The Tonkawa, despite having more of a territorial claim to the area Austin is in now than the other two tribes, are under-represented in the old chronicles written down by early white settlers. The Comanche are namedropped in the written accounts of the 1800s quite a bit for their 'depredations' on early settlers. It was the Comanche were the only tribe in this region who, for a time, rebuffed all attempts to subjugate them from Spain, Mexico, and Anglos. But the Tonkawa, on the other hand, being so few in number had to ally themselves with whites against the other two tribes. Because of this they were westernized quickly and assumed a sort of sub-caste in frontier society. Early accounts refer to them as 'Tonks' and talk in exaggerated ways about their cannibalism and wolf-worship. From what I understand the people eating only took place after winning a great battle. The tribe has a website nowadays where you can learn about their culture, their colorful traditional clothing and how it was made, and the Trail of Tears out of Central Texas.
It's not often talked about what tribes were here before the Tonkawa and the Comanche and Apache. It's a topic I'm always looking to learn more about. If you've lived here a while you might have heard of the Leanderthal Lady. Her remains are estimated to be between 10000 and 13000 years old and according to this article was found with buried with a shark tooth. I've also talked about the digs at the Westcave Preserve near Hamilton Pool, and the Levi and Smith Rock Shelters, where evidence of human habitation dates back 10000 years at least. But that brings up the question: Who lived in the area in between then and the time of the Tonkawa? I know there are stories from early settlers about an 'Indian Village' of an unnamed tribe very near the old Santa Monica Springs on the Colorado River but that's about it. Well thanks to some archeological digs over the years when new stuff had been built we know about a few frequent party spots some of the people alive back then liked to congregate in. I've found archeological reports from three separate digs in spots around North Austin, which is fine because the good rock shelters appear to have been in what is now South Austin anyway...
Let's start in the order the reports were made. The first concerns a site where people camped repeatedly over the course of the last 4000 years that today lies in a neighborhood near the intersection of North Lamar and Braker Lane. Back in the neighborhood is a street called Jetta Court. This neighborhood dates back to the mid to late 1960s and when built the area was already known for arrowhead deposits. In the 1980s further digs established the whole area around where Walnut Creek Park is today was once a major habitation area. But back in '68 the home builder company was partially done with the neighborhood and paid for a salvage dig after reports of trespassers "pothunting".
The report from the salvage dig was published in the Bulletin of the Texas Archeological Society, Volume 47, 1976 and is available in the UNT archive. You can read the whole thing if you feel like getting into the weeds. Quoting the abstract and introduction:
During the course of several weekends in 1968 and 1969, students from The University of Texas at Austin carried out test excavations at the Jetta Court site in Travis County, central Texas. These investigations constituted a salvage effort designed to obtain information on this site before it was destroyed by construction activities in a housing development. The terrace deposits at Jetta Court yielded a long Archaic sequence, including a deeply buried occupation which occurred stratigraphically below Early Archaic materials. The results of the excavations are described, and detailed analyses of the lithic debris and faunal re mains are presented.
The Jetta Court site (41 TV 151) is located within the city limits of Austin, Texas, buried in terrace deposits on the west side of Walnut Creek (Figs. 1-3). The site was brought to the attention of the Texas Archeological Research Laboratory (TARL) of The University of Texas at Austin in the fall of 1968 by reports of pothunting in an area slated for a housing subdivision. Inspection of the site by TARL personnel indicated that it should be tested before the planned construction activities were begun.
Excavations, directed by graduate students in anthropology at The University of Texas at Austin, were carried out with volunteer help. Work was done on weekends during a period from December, 1968, to February, 1969. Since the site was unprotected during the week, numerous instances of vandalism occurred. One unit of excavation was eventually ruined, but the others were not seriously damaged. This combination of weekend excavation and weekday vandalism limited effective investigation to stratigraphic testing and backhoe trenching. Exposures of horizontal tracts were not done partly be- cause of fear that it would lead to more extensive depredations on the part of the pothunters, and partly because the site was considerably deeper than was anticipated.
The writers would like to acknowledge the assistance and under- standing of Mr. Cecil Lamour, representing Conann Construction, Inc., in permitting the excavations. His patience with our backhoe operations, in particular, was most helpful.
How dramatic. Apparently someone thought there was buried treasure nearby. I wonder what could have given them that idea.. Here's a photo of the site at the time and Here's a map of the dig site with the holes marked. All of this area is built over today.
The dig was done hastily and the vandalism limited the findings. The report goes on describe two burned rock midden sites located within the boundaries of the dig. These were like old campfires that had been repeatedly built over for a number of years during two different eras.

This is how most of the rest of the report goes.
There were many animal bones and shells found in some areas indicating people ate there, or used the site for industry. Here a list of animal species found in the bones they can identify. On the menu: snails, turtles, opossum, coyote, deer, bison, cow, a couple of kinds of rabbits and mice, and strangely gophers. Apparently there used to be gophers around here when the climate favored grasslands over forests.
The distribution of animal bones is nicely charted here in size and age, Category A being the largest animals like bison and Category C being the smallest, such as rats and snails. The report notes that remains of small animals would degrade faster so that might skew the results.
To sum it all up because it's way too long to copypaste, the two burned rock middens at Jetta Court don't contribute a whole lot of new information to the story besides offering evidence that the spot was a place for habitation. I think if I understand it correctly (correct me if I'm wrong) the lower midden dates back over 3000 years while the upper midden dates back about 2000 years. The report talks about not knowing how to classify the artifacts within the archaic period. It recommends further digs in the area but acknowledges that's probably not possible with the neighborhood going up. What the writers didn't know is that just a few years later digs would begin at many different sites in what is now Walnut Creek Park that further expanded the knowledge of that area and its earliest inhabitants.
Moving on to the next site, which lies a little bit east of there at what became the Jourdan-Bachman Pioneer Farm, once an actual farm near Sprinkle now turned into a live action museum exhibit by the city which is beloved by schoolkids on field trips. It turns out that when the farm was built in the 1850s, part of the property contained a much older camp site that was favored by natives a thousand years ago. A report was written in 1994 about a dig in 1983. (PDF warning). The site of the native cultural deposits was at the southern end of the farm. Here is a map of the site in relation to the farm.
The PDF isn't as copypaste friendly as the other UNT article but it's short and I can summarize the findings. It's really more of just an abstract compared to the other long report. It's worth taking the time to read if you can handle PDFs and you're interested in the history of the area at all. In the introduction they describe how the farm was bought by the Heritage Society of Austin in the 1950s and belonged to the City of Austin by 1980 as part of the same deal that established Walnut Creek Park. More than a few digs had been done in the area around there in the early 1980s. It describes 22 different ancient burials found at one nearby site. At the farm site itself there was a deposit of projectile points over a meter thick of most types found in the area during the archaic era.
That brings us to the third site. called Millican Bench. Never heard of it? Me neither. It's a tiny spot just south of The Arboretum today that was obliterated by the construction of Loop 360 in the 1970s. Before the highway cut through the site, TxDot conducted a dig in 1970 and 71 on a small limestone plateau (thus the bench) where artifacts had been reported by the previous landowner. The report on the site dig is another PDF, but it was written in 2003, is very detailed, and will let me copypaste from it. Located in Travis County, the Millican Bench site(41TV163) was the first archeological site excavated by the Texas Department of Transportation (TxDOT; then Texas Highway Department) as a mitigation effort for highway construction under the requirements of the National Environmental Protection Act of 1966. The excavation was conducted between September of 1970 and February of 1971under the direction of Frank Weir, then of the Texas Highway Department. In August of 2002, TxDOT contracted with the Center for Archaeological Research (CAR) at The University of Texas at San Antonio (Work Authorization#57014PD004) to conduct an inventory and assessment of the archeological collections and documentation associated with site 41TV163, develop possible research questions that could be pursued with the site data, and to prepare the project material for permanent curation. Based on that assessment(Mahoney et al. 2003a), and following consultation with TxDOT, CAR further was directed to produce a final report.This document constitutes the final report on the TxDOT work at 41TV163. Included in this report are a description of the site, excavation procedures, and an analysis of selected components of the data collected over three decades ago.
To report on excavations and analyze data collected over30 years ago presents several challenges. Foremost among these is that if one wishes to avoid a primarily historical perspective, data collected using earlier field methods to investigate earlier theoretical concerns must be molded to address current questions. In this case, the disconnect between the theoretical and methodological considerations that guided the excavation of 41TV163, which appear to have been focused on chronology and cultural history,and current research interests in Texas archeology is exacerbated by the loss of a large portion of the field notes,some photo logs, and some of the artifacts and samples during the intervening years. Nevertheless, in the assessment document (Mahoney et al. 2003a), we identified a series of current research issues that could be addressed using data generated by the work at 41TV163. These include investigating temporal changes in subsistence patterns and changes in lithic technology. In addition, we investigate several aspects of site use during the Late Prehistoric occupation of 41TV163.
So what this is saying is that basically the original field work and notes were lost and they had to reconstruct everything. I guess they thought it was worth it in scientific value to reconstruct or else maybe because it was the forerunner to TxDot's first dig. In any case the findings showed evidence of habitation a bit later than the other sites to the east. The intro continues:
Initially, seven discrete areas, designated A through G, were identified at Millican Bench. Figure 1-2 (the map linked earlier) presents a section of an aerial photo with the sketched locations of these seven areas, along with the Loop 360 center line. The photo appears to have been created at the time of the fieldwork. Area A consisted of a burned rock midden located on a topographic bench. Another probable burned rock midden, Area B, was situated on the slope and creek terrace below the bench.Located just to the west of Area B were two other areas,designated C and D. These appeared to be occupation areas with burned rock and other debris present. Three additional areas, designated E, F, and G, were located across the creek east of Areas A–D. Area E was a burned rock midden that measured approximately four meters in diameter. Area F contained a concentration of occupation refuse with burned rock and chipped stone, while Area G was a broad bedrock exposure containing scattered chipped stone debris.With the exception of Area G, where only surface collection was conducted, all areas (A through F) had some level of excavation. At 41TV163, TxDOT personnel recorded 11features, including a human burial (Feature 10) and a possible structure (Feature 3). In addition, more than 200cores, 1,400 tools, 400 projectile points, and 42,500 pieces of debitage were collected. With the exception of any evidence for Paleo-indian occupation, the 41TV163 materials seem to reflect most prehistoric periods. Collected projectile point types thought to be diagnostic include Wells, Early Split Stem, Early Triangular, Martindale, and Uvalde forms dating to much of the Early Archaic (8000–6000 BP); Nolan,Travis, and a single Andice point, all dating to the Middle Archaic (6000–4000 BP); Bulverde, Pedernales, Williams,Lange, Marshall, Montell, Castroville, Ensor, Frio, Fairland,and Darl forms dating throughout the Late Archaic (4000–1250 BP); and Scallorn points, dating to the early portion of the Late Prehistoric (1250–700 BP). A small amount of historic and/or modern material was also collected, though it is not considered in any detail in this report.
Long story short, this area was frequently visited from about 4000BC-1300AD, mostly toward the latter date, and shows different patterns in habitation indicating the different tribal customs in use at that point. In addition to rock middens and lots of projectile points and rock flakes, an ancient human burial was found. Also many animal bones like the other sites indicating different eating areas.
Well there you have a few stories of the people who lived here before recorded history. I hope one day more local history writers and bloggers can address this topic in more depth than I have time for here today. I know there are a lot of people out there like me who would love to know more. Time is way short so I've got to wrap this up quick. Des données récemment publiées montrent comment le virus s’est répandu dans la ville de Toronto, avant de s’emparer des populations les plus pauvres. Les autorités ont souligné que « nous étions tous dans le même bateau ». Mais pour certains quartiers de la ville, ce n’est pas vrai…
Toronto est sous l’emprise de la Covid-19 depuis plus de six mois, bien que cela puisse sembler une éternité. Le chemin du virus est vraiment sinueux : presque chaque mois a apporté un nouveau bouleversement.

En juillet, le service de santé publique de Toronto (TPH) a publié un important ensemble de données : un catalogue de tous les cas signalés dans la ville depuis le premier cas connu fin janvier, soit environ 15 300 au total. Les données d’identification ont été supprimées pour protéger la vie privée, mais chaque cas comprend la tranche d’âge de la personne, son quartier et la source d’infection ; si elle a été hospitalisée, en soins intensifs ou intubée ; si elle s’est rétablie, si elle lutte encore contre l’infection, et plus encore.
Vous croyez peut-être connaître l’histoire de COVID-19 et de Toronto. Mais l’ensemble de données, que le TPH dit avoir publié dans un souci de transparence, contient des révélations sur la façon dont le virus s’est glissé dans Toronto et a pris pied avant de s’attaquer aux résidents et aux quartiers les plus vulnérables. L’analyse de cette mine d’informations par le Star raconte l’histoire inédite de la première vague de l’épidémie – un cauchemar que certains craignent de voir se répéter, si les leçons de ce premier chapitre restent lettre morte.
Le voyage
Chine. Iran. Italie. Dans les premiers jours de la pandémie – lorsque les voyageurs infectés représentaient encore la plus grande menace – ces pays ont suscité des réactions alarmistes, déclenché des conseils aux voyageurs et influencé les personnes qui ont subi le test COVID.
Trois pays ont en effet été responsables de la majorité des premiers cas de voyage à Toronto.
Mais ce n’était pas nécessairement les pays que tout le monde avait supposés au départ. Le premier pays responsable des premières infections de voyageurs était plutôt les États-Unis. Les voyageurs en provenance des États-Unis ont représenté 37 % des cas de voyage à Toronto entre janvier et mars, soit 106 personnes. Pendant les semaines qui ont précédé la fermeture de la frontière, les États-Unis ont constitué la plus grande menace de COVID liée aux voyages.
Le Royaume-Uni a été le deuxième contributeur le plus important, avec 14 % des cas de voyage. Cinq pour cent provenaient de l’Iran. Les infections provenant de toutes les autres destinations, y compris la Chine et l’Italie, ont eu moins de cinq cas chacune au cours de ces trois premiers mois.
« Les autres pays, y compris le sud du pays (et le Royaume-Uni), n’étaient pas dans notre zone de détection des taux élevés de COVID », a déclaré la Dre Vinita Dubey, médecin hygiéniste adjointe au service de santé publique de Toronto. « Nous savons maintenant que les personnes qui sont allées là-bas et qui en sont revenues – ou les voyageurs qui sont venus de ces endroits – ont en fait joué un grand rôle ».
Autre tendance cachée : qui étaient ces premiers voyageurs, et où vivaient-ils ? L’analyse du Star montre qu’un point chaud du centre-ville émergeait déjà silencieusement au moment où les mesures de confinement ont commencé à la mi-mars, le quartier connu sous le nom de « Waterfront Communities-Toronto Island ».
Il comprend des zones comme le Distillery District et les îles de Toronto. Mais la plus grande partie de cette communauté est coincée dans une bande concentrée entre le lac Ontario et Queen Street, y compris le quartier de divertissement King West et les copropriétés CityPlace. Le quartier de Waterfront est jeune et en pleine expansion, en particulier avec des personnes dans la vingtaine et la trentaine.
L’examen des données démographiques sur les infections dues aux voyages dans le Waterfront remet en question les hypothèses initiales selon lesquelles les voyageurs à risque rendaient visite à des amis et à des parents au retour de pays comme l’Iran ou la Chine, a déclaré M. Dubey.
Dans le Waterfront, 71 % des personnes qui ont été infectées lors d’un voyage ont moins de 40 ans.
Ces jeunes voyageurs suivaient les instructions du Premier ministre. La semaine précédant le congé de mars, le premier ministre Doug Ford a exhorté les Ontariens à « partir, s’amuser ». Au cours des deux semaines suivantes, 16 cas de COVID liés à des voyages allaient apparaître dans le Waterfront, soit le nombre le plus élevé parmi les quartiers de Toronto.
À ce jour, plus de quatre mois après la déclaration de la pandémie, le Waterfront est la ville qui compte le plus grand nombre de cas liés aux voyages, et le cinquième plus grand nombre de cas liés aux voyages. (Le taux le plus élevé, qui tient compte de la taille de la population, se trouve dans les quartiers aisés de Bridle Path-Sunnybrook-York Mills).
Le quartier de Waterfront est le plus peuplé de la ville, avec plus de 65 900 personnes au recensement de 2016, il n’est donc peut-être pas surprenant d’y trouver de nombreux cas de voyage. M. Dubey met en garde contre le fait que le nombre de cas de voyage dans le quartier Waterfront est peut-être davantage lié au comportement.
« Est-ce lié à leur âge, car ils sont plus jeunes et plus susceptibles de voyager ? Est-ce parce qu’ils sont plus jeunes et plus susceptibles de se livrer à certaines activités ? demande-t-elle. « Il est très difficile de répondre à cette question. »
On ne sait pas très bien quel rôle ces jeunes voyageurs du centre-ville ont joué dans l’épidémie globale de la ville. En mars, chaque cas de COVID entraînait en moyenne 3,5 nouvelles infections, selon M. Dubey.
Le Waterfront a perdu de son importance en tant que point chaud lorsque les voyages ont cessé d’être la principale source d’infection dans la ville. Le fardeau de la COVID s’est déplacé du centre ville prospère vers les zones plus pauvres en périphérie de Toronto.
Propagation communautaire aux États-Unis fin février, des cas de COVID ont commencé à apparaître chez les Américains qui n’ont pas voyagé ou qui n’ont pas été en contact avec des voyageurs : un signe inquiétant. De tels cas, sans lien épidémiologique, indiquent que le virus se propage localement, via des chaînes de transmission non identifiées.
À Toronto, les journalistes ont commencé à demander si la ville avait enregistré l’un de ces cas « communautaires ». Le docteur Eileen de Villa, médecin hygiéniste de Toronto, a promis d’informer les habitants s’il y en avait.
Le 6 mars, de Villa a déclaré : « actuellement, il n’y a aucune preuve de transmission locale ». Le 12 mars : « Nous ne voyons toujours pas de preuve confirmée de transmission locale. »
Mais le 16 mars, elle a annoncé la nouvelle. Toronto avait vu une recrudescence de cas, « dont certains ne sont pas reliés, et indiquent donc une transmission communautaire. »
La santé publique ne peut agir que sur les cas dont elle a connaissance. De Villa a informé le public très rapidement après avoir été averti : les deux premiers cas ayant une source d’infection « communautaire » signalés à la santé publique de Toronto ont été enregistrés les 12 et 13 mars ; les enquêteurs auraient mis un certain temps à écarter d’autres sources. Le TPH a appris l’existence de quatre autres cas communautaires le 16 mars, le jour où de Villa a confirmé la transmission locale. À l’insu de la direction de la santé publique, la situation était cependant bien plus grave. Le jour de la Saint-Valentin, un mois avant l’annonce de de Villa, une femme d’une trentaine d’années de Trinity-Bellwoods a commencé à présenter des symptômes. Son cas, finalement attribué à une propagation communautaire, n’a été signalé au TPH que le 24 mars, une semaine après les propos de M. de Villa.
Au total, la ville comptait déjà près de 50 cas qui seraient finalement attribués à une propagation communautaire mais qui n’ont été signalés à la santé publique que des jours, des semaines et parfois des mois après l’annonce de de Villa.
Les délais entre l’apparition de ces cas clés et le moment où ils ont été signalés à la santé publique étaient parfois très longs. Peu après l’affaire Trinity-Bellwoods, un homme d’une quarantaine d’années à Humbermede et un homme d’une cinquantaine d’années à Princess-Rosethorn ont attrapé la COVID-19 dans la localité. Ces cas n’ont pas été signalés avant le 6 avril et le 29 mai, respectivement.
La santé publique utilise un terme appelé « date de l’épisode » pour estimer le moment où une infection a été contractée. Si la date d’apparition des symptômes est connue – et elle n’est pas toujours évidente – la date de l’épisode s’y réfère. Lorsqu’une date estimée d’apparition n’est pas disponible, les enquêteurs la remplacent le jour où la personne a été examinée ; lorsque cette date n’est pas connue, ils utilisent le jour où le cas a été signalé à la santé publique.
Pour tous les cas signalés au TPH, l’écart entre la date de l’épisode et la date de signalement s’est réduit au fil du temps. Début mars, la moyenne était de près de 14 jours ; début juillet, de quatre jours seulement. (Ces moyennes excluent les cas avec un écart de zéro jour, dans lesquels la date déclarée a été utilisée pour la date de l’épisode).
Selon M. Dubey, les retards dans la déclaration des cas à la santé publique peuvent avoir plusieurs causes. Les données du TPH de la fin mai suggèrent qu’il s’écoule en moyenne près de cinq jours entre le moment où une personne présente des symptômes et celui où elle se fait tester. Et au cours de ces premiers mois, la province a également restreint les tests de manière très stricte.
Les délais d’exécution des laboratoires ont certainement joué un rôle. M. Dubey a fait remarquer qu’en février et mars, une pénurie de matériel d’essai et un engorgement des laboratoires ont entraîné de longs retards. « Ces retards dans les rapports de laboratoire sont des retards dans le suivi de notre dossier et des contacts ».
Confinement Quand le COVID s’est emparé de la ville à la mi-mars, les fonctionnaires ont brusquement fermé les écoles et les entreprises non essentielles. Ils ont dit à tous ceux qui pouvaient le faire de rester chez eux. Le message était un message d’unité : « Nous sommes tous dans le même bateau. »
Ce n’était pas vrai. Le verrouillage a protégé les quartiers les plus riches et les plus blancs de Toronto, mais pas les plus pauvres et les plus racialisés.
Dans les 20 quartiers les plus blancs et les plus riches de Toronto – où le pourcentage de minorités visibles et de résidents de ménages à faible revenu est le plus faible, selon le recensement de 2016 – les fermetures généralisées ont eu un effet immédiat et durable. Presque instantanément, leur courbe s’est aplatie.
Mais pour les 20 quartiers les plus pauvres et les plus racialisés – avec les pourcentages les plus élevés de résidents de minorités visibles et de personnes à faible revenu – la fermeture n’a fait que peu ou pas de différence. Les cas ont continué à augmenter, et n’ont pas commencé à diminuer pendant deux mois.
Quatre Canadiens sur dix ont un travail qui peut être effectué depuis leur domicile selon Statistiques Canada. La probabilité d’occuper un tel emploi est partagée de manière inégale : les membres des ménages à faible revenu sont beaucoup moins susceptibles de pouvoir travailler à domicile que les ménages à revenu élevé (Et les minorités visibles sont plus susceptibles d’être des travailleurs à faible revenu, selon d’autres recherches).
Ainsi, la fermeture d’entreprises non essentielles était plus susceptible d’avoir l’un des deux impacts terribles pour les travailleurs pauvres : les résidents étaient plus exposés à la perte de leur emploi ; ou plus susceptibles de devoir quitter leur domicile pour continuer à travailler dans des entreprises « essentielles » pendant toute la durée de la fermeture, et de faire face à ce risque d’exposition.
Les données du TPH publiées jeudi confirment la terrible inégalité de la pandémie. L’analyse de ces données, recueillies du 20 mai au 16 juillet, comporte des limites, notamment le fait que 27 % des cas n’ont pas communiqué d’informations sociodémographiques, en particulier ceux qui ont été gravement malades à l’hôpital, et que le nombre de cas reflète des préjugés quant aux personnes ayant accès aux tests.
Néanmoins, les résultats sont frappants. Alors que 48 % de la ville est blanche, seulement 17 % des cas COVID le sont ; alors que 52 % de la ville appartient à une minorité visible, elle représente 83 % des cas COVID. Les personnes faisant partie de ménages à faible revenu représentent plus de la moitié des cas de cette période, mais moins d’un tiers de la composition globale de la ville.
Foyers d’épidémie Le 31 mars, l’épidémiologiste Amy Greer a diffusé un tweet de colère : « Quel genre de muppet show sommes-nous en train de faire ? Je suis sans voix à ce sujet ». Mme Greer, professeur à l’université de Guelph, n’était pas la seule experte en santé à réagir avec incrédulité à une déclaration faite ce jour-là par le médecin hygiéniste en chef de l’Ontario, le Dr David Williams.
Williams a déclaré que les travailleurs de la santé dans les maisons de soins de longue durée n’avaient pas besoin de porter régulièrement des équipements de protection individuelle, tels que des masques, à moins que leur établissement ne connaisse une épidémie de COVID. Il a affirmé que les mesures de santé publique déjà mises en œuvre, telles que le dépistage du personnel et la mise en quarantaine de ceux qui ont récemment voyagé, permettraient d’assurer la sécurité des résidents et du personnel.
Il est impossible de dire à quel point cette politique est responsable de l’horreur qui a suivi.
Le jour où Williams a fait cette déclaration, dix foyers de soins de longue durée en Ontario avaient signalé une épidémie. Au moment où il a fait marche arrière huit jours plus tard et a ordonné le port du masque obligatoire pour le personnel de ces établissements, 58 centres de soins de longue durée étaient en proie à une épidémie. Depuis cette semaine, plus de 325 foyers de soins de longue durée ont une épidémie active ou résorbée.
Huit membres du personnel des centres de soins sont décédés, ainsi que plus de 1 800 résidents.
Environ 75 de ces foyers de maladies infectieuses se trouvent à Toronto. Lorsque l’on dresse la carte des cas associés à l’épidémie – qui, selon la définition du service de santé, comprennent les cas dans les foyers de centre de soins ainsi que dans les maisons de retraite, les hôpitaux, les refuges et autres – cette phase brutale de la pandémie s’intensifie rapidement dans le quartier d’Islington-City Centre Ouest. Les données de la santé publique de Toronto de la fin mai suggèrent qu’il s’écoule en moyenne près de cinq jours entre le moment où une personne présente des symptômes et celui où elle se fait tester. Et au cours de ces premiers mois, la province a également limité les tests à la périphérie ouest d’Etobicoke. C’est là que se trouve le centre de soins d’Eatonville, un établissement de 247 lits, où 184 résidents ont été infectés et 43 sont morts.
Deux quartiers de Scarborough, Rouge et Morningside, suivent de près.
Ces quartiers abritent le centre de soins Altamont et Seven Oaks, où respectivement 53 et 41 résidents sont décédés.
À la fin avril, les militaires ont été déployés à Eatonville, Altamont, Hawthorne Place et Downsview Long-Term Care Centre à North York, ainsi que dans trois autres maisons de soins de longue durée de la région du Grand Toronto.
Le mois suivant, un rapport des forces armées a déclaré que le personnel d’Eatonville ne pouvait pas accéder aux fournitures essentielles, y compris les lingettes, parce qu’elles étaient enfermées ; et a cité une « culture générale de peur d’utiliser des fournitures parce qu’elles coûtent de l’argent », comme les blouses et les gants. Certains des quartiers les plus touchés de Toronto par les cas sporadiques (non épidémiques) présentent également les pourcentages les plus élevés d' »aides-infirmiers, d’aides-soignants et d’associés aux services aux patients » – une classification de Statistiques Canada qui inclut les aides-soignants et autres personnels des maisons de soins. Sans plus de données, il est difficile de dire quel rôle le « feu de forêt » des foyers de soins a joué dans l’épidémie plus importante de Toronto.

Au moment où il s’exprimait, le coronavirus se répandait déjà de manière mortelle dans le coin nord-ouest de Toronto, l’une des zones les plus racialisées et historiquement marginalisées. Cette semaine-là, Mount Olive-Silverstone Jamestown, l’un des quartiers les plus noirs de Toronto, a vu plus de gens tomber malades à cause du COVID que tout autre quartier de Toronto. La semaine suivante a vu des pics dans deux autres quartiers du nord-ouest, dont la communauté Jane-Finch.
Le 6 mai, lorsque M. Williams a fait marche arrière sur la question des données racialisées, le secteur nord-ouest était déjà la région la plus touchée de Toronto.
Les données publiées jeudi par le TPH révèlent que les Noirs représentent le plus grand pourcentage du total des cas, soit 21 %, et que les Latino-américains ont les taux d’infection les plus élevés, soit 481 cas pour 100 000 personnes.
Les 19 quartiers présentant les taux d’infection les plus élevés de Toronto sont tous situés dans le nord-ouest, où vivent certaines des plus grandes communautés noires et latino-américaines de la ville.
Le premier cas documenté de la région est celui de l’homme d’une quarantaine d’années de Humbermede, qui est le deuxième cas d’infection communautaire dans la ville. Il a développé les symptômes le 1er mars, mais le cas n’a été signalé à la santé publique que le 6 avril.
Lors des deux dernières semaines de mars, les nouveaux cas ont commencé à se multiplier dans deux quartiers du nord-ouest de la ville, qui présentent aujourd’hui des taux d’infection parmi les plus élevés de la ville : Downsview-Roding-CFB – qui a enregistré le plus grand nombre de cas hebdomadaires pendant une grande partie du mois d’avril – et West HumberClairville, dans le nord d’Etobicoke, qui compte actuellement le plus grand nombre d’infections liées à des établissements de santé comme les cabinets médicaux ou les centres de dialyse.
Une semaine après la fête des mères, dont certains craignaient qu’elle ne provoque une augmentation des cas, la courbe épidémique des cas communautaires à Toronto a finalement atteint son point culminant et a commencé à décroître.
Mais un quartier du nord-ouest ne s’est pas inscrit dans la dynamique gagnante. À Mount Olive-Silverstone-Jamestown, les cas ont continué à grimper pendant deux semaines avant d’atteindre un pic. Pendant ce temps, plus de 100 habitants de Mount Olive ont été infectés.

Mais aujourd’hui, Mount Olive a le taux d’infection le plus élevé de tous les quartiers – 1 308 cas pour 100 000 personnes. Mount Olive, grossièrement bordé par Steeles Avenue, la rivière Humber et Martin Grove Road, est le quartier du nord-ouest avec la plus forte concentration de minorités visibles et l’une des zones les plus défavorisées de la ville.
De nombreux résidents n’auraient pas eu le luxe de travailler chez eux ; Mount Olive compte la plus forte proportion de personnes travaillant comme caissiers, chauffeurs de camion et ouvriers dans la fabrication de plastiques. Beaucoup d’entre eux ont été considérés comme « essentiels » pendant le confinement.
En même temps, Mount Olive possède également certains des habitats les plus surpeuplés de la ville.
En effet, les données du TPH montrent que Mount Olive a le taux le plus élevé d’infections COVID liées à un « contact étroit » – une catégorie souvent attribuée lorsqu’une personne est infectée par un membre du foyer.
À la date de vendredi, 431 personnes vivant à Mount Olive avaient été infectées. En comparaison, The Beaches a le taux d’infection le plus bas de Toronto, et c’est la troisième communauté la plus blanche. À ce jour, elle a connu 13 cas.
La COVID chez les enfants
Une importante question reste sans réponse, même avec six mois de données sur chaque cas confirmé à Toronto : comment les enfants sont-ils affectés et quel rôle jouent-ils dans la propagation de la COVID ?

Cette question devient de plus en plus urgente à mesure que les jours diminuent et que la rentrée approche. Pour Mme Dubey, qui exploite les données de la ville, c’est une priorité, surtout maintenant que les infections se manifestent davantage chez les jeunes.
« L’une des tendances que nous observons est que de plus en plus d’enfants contractent la COVID, mais cela pourrait être lié à la multiplication des tests sur les enfants. C’est difficile à savoir », a-t-elle déclaré. « Je pense que c’est une tendance que nous devons prendre en compte pour l’avenir, surtout lorsque nous parlons de la réouverture des écoles ».
Les fermetures d’écoles ont probablement joué un rôle majeur dans la réduction des infections chez les personnes de 19 ans et moins. Le fait que les enfants ont tendance à avoir une maladie légère ou asymptomatique – associé à une aversion parentale à soumettre les jeunes enfants à des prélèvements nasopharyngés – signifie qu’ils avaient probablement moins de chances d’être testés également.
Pourtant, des centaines d’enfants et d’adolescents ont été testés positifs au COVID à Toronto. Le premier cas confirmé chez les moins de 19 ans a été signalé le 11 mars, alors que les familles se préparaient pour les vacances de mars. La jeune fille du quartier de Dovercourt-Wallace Emerson Junction a été infectée lors d’un voyage et s’est rétablie après une hospitalisation.

Quatorze enfants ont été hospitalisés à Toronto, trois dans l’unité de soins intensifs et un a été intubé.
Un décès infantile a été enregistré, un enfant de moins de 10 ans de le quartier de l’Annex dont l’infection a été contractée dans un cadre institutionnel. Le TPH a déclaré à l’époque que la COVID n’en était peut-être pas la cause, mais le coroner en chef de l’Ontario mène une enquête.

La province n’a commencé à autoriser les personnes qui le souhaitaient à passer un test qu’à la fin mai, après avoir fait pression pour que tous les travailleurs et résidents des établissements de soins de longue durée passent un test.

Despite two major deadly mining disasters since 2015, Brazilian iron ore miner Vale SA has not complied with a number of commitments signed with authorities to prevent a third disaster, federal prosecutor Edison Vitorelli told Reuters News Agency.
Twenty-nine dams that Vale uses to store mining waste still present elevated safety risks, according to Vitorelli, who forms part of a task force of about two dozen federal and state prosecutors who pressed charges against the company after the most recent disaster which killed 270 people in January 2019.

More recently, the external auditors reprimanded the company for dams that store mining waste from the Fabrica complex.

Historically, we all know mines have run into trouble with being friendly toward the environment. Today more than ever, a company's concern for the environment must be vocally expressed and physically acknowledged. If not, the reporters and media will bash Tesla for not being environmentally sensitive. Elon Musk understands this and is aware that the nickel company Tesla chooses must at least appear as if they are environmentally “sensitive". Ah, change. Don't we all love it? Don't we all hate it? Remember moving out of your parents house and into some dingy college dorm for the first time? Getting married and having children? How about being forced by a global pandemic to live inside for literal months?
Yep. Change can be good, like the kind you find in your couch cushions. But change can also be very, very bad, like the kind of change that Weezer went through, going from indie rock darlings to a meme-driven cover band. Side note: get your fucking shit together, Rivers Cuomo. Either way, change is often divisive - and this concept is core to understanding today’s band of the week.
There is constant pressure for an artist to evolve and change their sound, to develop and create something new. Any real songwriter knows that they can’t just slap a different label on the same can and sell it back to their audience without losing the respect of their peers...unless you happen to be AC/DC, who somehow made the same album 15 times with two different singers. The pop industry’s oversaturated mess of recycled garbage is never going to be admired by critics, even though pre-programmed FM radio and tweens seem to love it.
Our very own Queens of prehistory are the perfect example of how an artist can experiment and advance their sound from record to record. Every album builds on the last one and takes their sound in a new direction. This can be both amazing AND divisive, depending on your point of view.
Today, we will look at a band that did even more. These guys went through one of the most daring style changes in music history, and came out the other side completely unscathed. They’re a shining example of how to evolve, and how to not only change your sound, but to change the very concept of rock music.
You guessed it, today’s artist is none other than RADIOHEAD

You know how music makes you happy?
This is not that kind of music.
If you are looking for a pick-me-up, for that Walkin’ On Sunshine vibe to make you bop down the sidewalk, then you need to run far, far away from this band. It is not that their music is Soundgarden-dark or Alice In Chains-dark. It is not NIN-angry or RATM-angry. Radiohead sounds like someone compressed a rainy day, mixed in two gallons of melancholy, got a distillation of being dumped by your girlfriend, and then made you watch your puppy get run over...twice. It is sorrow and regret and woe and dejection all brewed in a cauldron of gloom.
And it punches you right in the fucking feels, every time.
The band is made up of brothers Jonny Greenwood (who rivals Keaunu Reeves with his ability to somehow not age) on guitar and keys, Colin Greenwood on bass, Philip Selway on drums, Ed O’Brien on guitar and backing vocals, and the king of falsetto himself, Thom Yorke, on vocals, keys, and guitar. The five guys from the County of Oxfordshire in England all met in school. In the classic story of teenage rebellion, they got together and formed a band that no one had ever heard of called On A Friday. The band played together all through their teenage years and into university. As they cut their teeth on the local club and tavern circuit, the band got tighter and tighter. This was noted by Chris Hufford and Bryce Edge, who saw them play and were so impressed with their raw talent that they helped them record a demo tape and became the band’s managers - a position they still hold today. The demo was shopped to a number of record labels. The net result was that On A Friday was signed to a six-album deal with EMI.
Clearly, we all know and own On A Friday albums today, don’t we? Nope. At the request of their label, they changed their name to the moniker we all know now. The name was inspired by a Talking Heads tune. Clearly, David Byrne must have had a stash of band names hidden somewhere in his comically oversized suit.
The newly-minted Radiohead caught their ticket to fame with the song Creep. You have to remember that when the world were listening to Soundgarden and Kyuss and Stone Temple Pilots and Nirvana crank out amazing grungy, sludgy riffs and tunes, Radiohead rode a wave of self-loathing and awkwardness to international fame. The brilliance of Creep lies in the fact that its lyrics and its music are in direct contrast to each other. When you listen to Thom Yorke lament the fact that he is not worthy of wooing the girl he is chasing, you become sad. But the soaring major chords of the guitar pivot from one to another and create a cognitive dissonance. The music makes you feel the emotional joy of the man who fixates on his crush while the lyrics simultaneously show the soul destroying experience of his unrequited longing.
As it turns out, lots and lots of people have felt this kind of doubt and anguish. Creep was a bonafide hit and is still the band’s most successful single. It made their debut album, Pablo Honey, a world wide best seller. The band’s first international tour as an opening act for Belly and PJ Harvey saw them play the song every night to crowds who knew and sang every word.
The net result? They grew to absolutely hate the song, to the point where they abjectly refused to play it live for years at a time. The irony is, of course, that the incredible success of that one tune gave them immense freedom to experiment with their sound.
Their second album, The Bends, was no happier than the first. The tune My Iron Lung has the lyrics This is our new song, just like the last one, a total waste of time, which was a commentary on the fan’s reaction to Creep. But in a twist of fate, reviews of My Iron Lung said that it was just like Creep. It was enough to, I don’t know, maybe make your eyelid droop or something.
The Bends was released in 1995 and went platinum. Critics initially did not know what to do with it, as it was a genuine album rather than a few singles surrounded by filler. But classic Radiohead tunes High and Dry, Black Star, Just and Fake Plastic Trees can all be found here. The Chicago Tribune gave it one star out of four, and said that the lyrics were self-absorbed and the music was pretentious. Undeterred, Radiohead toured as an opener for Alanis Morrisette and R.E.M. The influence of this dark and moody album cannot be overstated. Acts like Muse, Coldplay, James Blunt and Garbage all cite it as a direct influence on them. Many Radiohead fans place it second only to OK Computer in the band’s canon.
So did Radiohead’s third album build on that kind of success?
Fuck no.
They had an amazing, world-topping single in Creep and then released an album devoid of singles.
They had a fantastic guitar-driven moody thematic album, and then completely abandoned that sound.
OK Computer is the ultimate anti-consumerist album, and it cemented Radiohead as the kings of progressive rock. One needs only listen to Stephen Hawking spittin’ fire on the tune Fitter Happier to know that this was unlike anything ever released, not just by the band, but by any band. Side note: This Hawking guy gets around, doesn’t he? Collaborating with Mastodon and Radiohead? I’d say with those unique vocal stylings, he has a bright future as a musician.
Everyone loved OK Computer...even The Chicago Tribune. It was immediately hailed by critics as the most important album since Sgt. Pepper’s Lonely Hearts Club Band and The Dark Side of the Moon. It routinely makes lists of the greatest albums in rock and roll. Listening to it is an emotional roller coaster even now, more than two decades later. It foreshadows the information age and subsequent alienation that we all live in today.
Exit Music (For a Film) was originally written for Leonardo DiCaprio’s Romeo+Juliet, but the movie producers selected Talk Show Host from The Bends instead. Let Down is an absolutely haunting fan favorite that is still part of live sets from the band today. Karma Police, No Surprises, and Lucky were all released as singles from the album, and probably have helped to sell as much kleenex as they did vinyl. But the standout track on their third release was the multi-movement composition Paranoid Android. Named after Marvin the Paranoid Android from The Hitchhiker’s Guide to the Galaxy, this song in four sections regularly appears on lists of the greatest rock songs of all time. The weird animated video cemented the song as an anti-capitalist anthem. It is a truly epic tune that drew immediate comparisons to Bohemian Rhapsody and A Day in the Life. Paranoid Android was over six minutes long and has soaring guitars and choral chanting mixed in with what sounds like an entire effects rack slowly dying by strangulation. It was the most ambitious track on an incredibly ambitious album, and critics loved every single note.
So of course, that meant that Radiohead had to abandon this sound for something entirely different.
The success of OK Computer and the tour that followed led to burnout for the band and writer’s block for Thom Yorke. When it came time to record Kid A, the band did not just take a left turn, they spun completely through a multi-dimensional roundabout. Thom Yorke set about writing the lyrics by cutting up and rearranging common sayings and phrases mixed with violent imagery and turning them into a kind of lyrical collage. In a band with four members who play some kind of guitar, they wrote songs with zero guitar lines. Thom Yorke has said that he approached his vocals on this album not as a singer with lyrics, but to use the voice more as an instrument on its own.
Since OK Computer was such a massive hit, anticipation for Kid A was high. Radiohead refused to do any promotion of the album. Nevertheless, the record company released the artwork and some ‘blips’ from the songs. The band played some tracks on tour and an underground internet market for bootlegs emerged. Three weeks before the release date the entire album was leaked on Napster.
When it was officially released in 2000, critics did not know what to make of it. Radiohead released no singles from the album. Some called Kid A commercial suicide. Others said it was confusing and aimless and self-indulgent, and the only challenging thing about the album was the very real challenge to your attention span. But history has vindicated this soaring, orchestral jazz-inspired album. Tracks like Everything in its Right Place and How to Disappear Completely and Idioteque are fan favorites. And I don’t care who you are, The National Anthem is a complete banger.
So the pattern was established: Each album was a complete pivot, and challenged their listeners to adapt to the new sound. Right?
Wrong again, motherfucker.
Amnesiac, released in 2001, picked up right where Kid A left off. This was completely intentional, since the writing sessions for Kid A had yielded too much material for one album. At one point, a massive double album - Kid Amnesiac? - had been contemplated, but the band decided to split the two. Sometimes derided as the B-Sides from Kid A, Amnesiac saw the band dive straight into ProTools and AutoTune and backmasking every single effect ever. This is blended with influences from Jazz and, presumably, whatever was on BBC World Service that day. They did release a couple of singles, notably Pyramid Song and Knives Out. QotSA fans will love a B-Side off of this album called The Amazing Sounds of Orgy which bears a striking resemblance to music from our paleolithic monarchs.
I’m not sure if you remember or not, but 2001 was a bonkers year. Kid A and Amnesiac were albums that were embracing the shift to the information age and incorporated electronica into music. But in the wake of the terrorist attacks in the US and the subsequent invasions of Iraq and Afghanistan, the entire global mood lurched from one of hope for the future to fear for our safety. Radiohead’s angriest album, Hail to the Thief, released in 2003, and captures that sense of urgency and distress. The core of the album was recorded in two short weeks in Los Angeles, with the band workshopping and completing almost one song per day. Given the complex reengineering that they had previously done on the last three albums, this was a significant shift in process. 2 + 2 = 5 was finished in just two hours.
The lyrics on the album were a grab-bag of quotes from Dante and nursery rhymes and science fiction and reflections on the election of George Bush Jr and the subsequent war on terror. Every song has an alternate title (because, well, Radiohead) and thus an alternate meaning. Ultimately, it is an album that cuts through the fog of war and is a massive critique of what the band perceived as the naked opportunism of turning real tragedy into profit (hence the album title). A little over two months before it was due to release, the album was AGAIN leaked online. This completely pissed off the band , as it was an unpolished version. The actual release was in June of 2003. And of course, Hail to the Thief soared to number one, on the strength of songs like There There and Backdrifts and Scatterbrain and the incredibly angry I Will. Critics fell in love with Radiohead all over again.
Hail to the Thief completed Radiohead’s six-album contract with EMI. This made them the world’s most popular unsigned band. But at this point, they had become too big for any one label, though many came knocking. They went on a hiatus to catch their breath and reflect on where they had come from.
Recording sessions for In Rainbows began in 2005 but stalled. The band tried again in 2006 and stalled again. The band took to the road and played the new songs live to work out the kinks. This seemed to work, because the third time the band went into the studio things started to click. In Rainbows has a post-anger clarity to it. Tunes like Jigsaw Falling into Place and Nude and House of Cards show the band had moved past their past, and were once again pioneers in the new frontier.
But what truly set the album apart from literally anything else in 2007 was the way it was released. Remember how Hail to the Thief and Amnesiac were leaked online? Well, Radiohead did what only a wildly popular unsigned band could do: they released In Rainbows online for free. They just asked people to pay whatever they wanted. This was a tectonic shift in the music industry which had seen profits spiraling downwards with the rise of single song purchases through digital platforms. Free music? For anyone? Once again, Radiohead completely challenged the existing model - just in a brand new way.
Oh, and I cannot stress this enough: Get yourself a set of good headphones and spend 43 minutes just listening to In Rainbows without distraction. It is a god damn amazing album with absolutely fantastic production. It is easily their most accessible album since The Bends.
Fans of Radiohead would have to wait another four years before their eighth album, The King of Limbs, was dropped. Named after a tree in Wiltshire, England, the album again is a shift in sound for the band (I know, I know, this is a complete shock for you). Released as a digital download, management stated that this was the most profitable album for the band out of all of them since there was no record label to feed. The songs are laced with looping and sampling and electronica. Heavy rhythms dominate and are interspersed with wind sounds and bird song. Basically, if you released this album on bandcamp, no one would pay any attention...but Radiohead released it, and it was an instant hit. The video for Lotus Flower spawned Thom Yorke dancing memes, which makes complete sense if you have seen it. It must be experienced to be understood.
Radiohead’s ninth and most recent release is 2016’s A Moon Shaped Pool. Eschewing birdsong this time, this album leans heavily into choir and orchestral and strings and chamber music to craft its sound. It is a broad commentary on climate change and groupthink. Burn the Witch, with its claymation video, is a visual treatise on the dangers of the mob and getting caught up in the moment. True Love Waits was a song that the band had been working on since 1995 and shows them at their disconsolate best.
And yes, A Moon Shaped Pool again hit number one on the charts.
At this point I am certain that Radiohead could piece together the sounds of dumping cutlery on the floor, whalesong and goose honks together with the back-masked theme from The Legend of Zelda to write a song about losing your umbrella on a rainy day...and have a number one hit. And if they do just that, I expect royalties.
What is certain is that fans are eagerly anticipating where Radiohead will go next. They are ready to embrace whatever change Thom Yorke and the boys throw their way, and don’t spend their time bitching about how the latest album from the band just isn’t as good as the rest of their discography.
There is a lesson to be learned there somewhere.

Our prehistoric monarchs and Radiohead both have some things in common. The theme of change is absolutely one of them. Each album is an evolution (or revolution ) from what has gone before, and some of the fanbase can find this challenging.
Interestingly, both bands recorded songs called Burn the Witch, and both are indictments of groupthink. Josh’s version states, There they are, the mob it cries for blood, to twist the tale, into firewood.. Thom Yorke sings, Red crosses on wooden doors, and if you float you burn, loose talk around tables, abandon all reason. Written at different times by different artists, both explore the same theme with different sounds.
Josh has not been shy about how much he loves Radiohead. He has stated, “Not everyone is Radiohead. You’re talking about one of the finest working bands in the world…In Rainbows? I think it’s fucking awesome...it just comes out of a jam and keeps moving, and little things get stacked on top of what we hear before something else gets taken away, you know? It’s very cool. We were in New York when we heard the first single, and we were like shit, they’re haulin’ ass, that’s awesome.”
Both Homme and Thom Yorke have worked (albeit at different times) on the trip hop / alt rock band UNKLE. Yorke appeared on their second album, Psyence Fiction, lending his vocals to the song Rabbit in Your Headlights. Meanwhile, Homme played on their third album, War Stories. In particular, Josh sang on the song Restless, which is a certified banger.

Hi everyone!
I'm a paraplanner (near to a financial adviser, and may I add, I'm almost there!) and I do Centrelink work as a part of my role. I spend a lot of my week on the phone to them ironing out client's records and straightening out interpretation of the Social Security Act 1991. You may remember me from the Centrelink timelines post! I am always happy to answer Centrelink queries, so feel free to direct message me if you ever want something answered. My personal strengths lie in the numbers side of things, so I run a lot of calculations for correct entitlements, but I can answer technical queries too to the best of my ability.
Be aware any advice I give (and to any extent this post constitutes advice) is GENERAL ADVICE and GENERAL INFORMATION only. If you need advice tailored to your personal circumstances, see a financial adviser, accountant and/or lawyer.

1. What are mutual obligations?

Section 3.11 of the Social Security Guide (a summary version of the Social Security Act 1991) defines mutual obligations as:
"requirements [...] designed to ensure that unemployed people receiving activity tested income support payments are actively looking for work and are participating in activities that will help them into employment."
In layman's terms: the government expects you to search for fair and reasonable work with a view to transition you off income support and into the workforce.
"Mutual obligations" is the broad term applied to activities expected to be completed by eligible jobseekers. Mutual obligations apply to JobSeeker Payment (22 years and older), Youth Allowance for Jobseekers (under 22), Parenting Payment and Special Benefit.
" When coming onto payment, participation payment recipients are generally required to connect with an employment services provider before receiving payment (3.11.12). Job seekers will then be required to enter into a Job Plan (3.11.2) which outlines all of a job seeker's mutual obligation requirements. These requirements will generally include looking for and accepting suitable work (3.11.1), attending appointments with their employment services provider, attending all job interviews and undertaking other suitable activities (3.11.3)."

2. What if jobseekers cannot meet their mutual obligation requirements?

In ordinary circumstances, employment service providers are expected to tailor a jobseeker's mutual obligations to their individual circumstances. We are all unfortunately aware this does not happen in practice. You are encouraged to change employment service providers if you do not feel your needs are being taken into account.
A jobseeker may be eligible for a temporary reduced work capacity, or a temporary exemption from mutual obligation requirements.
Under the current circumstances, the answer to this question is murky. You are still able to apply for temporary capacity and exemptions.
In the COVID world we live in, the answer to this question changes depending on where in Australia you live. Read the correct section below accordingly:

I live in Victoria
You cannot be penalised for not meeting your mutual obligation requirements. It does not matter what your employment services provider says, or what Services Australia says. You cannot be penalised.

I live outside of Victoria
From 4 August 2020, you can be penalised for refusing a job offer without a valid reason. This penalty is a 4-week non-payment period (i.e. a two payment suspension) identified in 3.11.3.50.
From 28 September 2020, you can be penalised for multiple items: (2nd reference, 3rd reference)
This penalty is as above, though from inferring via the legislation, this penalty extends to further financial penalities for both non-compliance and refusing work (3.11.3.50).
Non-Compliance Penalities
"Job seekers who have persistently committed mutual obligation failures are subject to escalating penalties for further non-compliance. The legislation does not define the circumstances in which a person can be taken to have 'persistently committed mutual obligation failures' but requires the Secretary to make a legislative instrument outlining how the decision maker is to be satisfied that they have. The Social Security (Administration) (Non-Compliance) Determination 2018 (No. 1) therefore describes the administrative mechanisms which are to be used to monitor a job seeker's compliance and identify when they have become persistently non-compliant.
Administratively, after 5 mutual obligation failures within 6 active months (3.11.13.10) (and if the person is found able to meet their requirements in the capability interview and capability assessment) the person will enter the Penalty Zone. Further mutual obligation failures without reasonable excuse will result in the person being determined to have 'persistently committed mutual obligation failures', and will result in them facing escalating financial penalties:
For the job seeker's first failure in the Penalty Zone the person's participation payment for that instalment period will be reduced by half.
For a second failure, the job seeker will lose their entire participation payment for that instalment period.
For a third failure, the job seeker's payment will be cancelled and a 4-week non-payment period will apply.
If a job seeker is cancelled from payment after 3 failures in the Penalty Zone, and they re-claim payment within 3 active months, they will remain in the Penalty Zone (which will recommence if their cancellation was for a mutual obligation failure). A first subsequent failure after re-commencement of payment would result in a reduction of the person's fortnightly payment by half, a second failure would result in loss of the fortnight's entire participation payment, and a third would result in cancellation."
Refusing Work Penalities
"Job seekers who refuse or fail to commence suitable work without a reasonable excuse will be subject to payment cancellation and a 4-week non-payment period (regardless of the zone they are in).
Job seekers who leave suitable work voluntarily or are dismissed from suitable work due to misconduct will be cancelled from payment if they are receiving payment and be subject to a 4-week non-payment period (or 6 weeks where the person received relocation assistance to move to take up the work - see below). Job seekers who claim payment after leaving work voluntarily or being dismissed for misconduct will not be paid for 4 weeks (or 6 weeks if they received relocation assistance - see below) from the date they became unemployed (subject to other waiting period provisions of the social security law, which are served concurrently with the compliance non-payment period but may be longer). No penalty will be applied if the job seeker leaves the job in circumstances where it was reasonable to do so, or the loss of their job was not due to misconduct.
If:
a person has been paid relocation assistance specified in the Social Security (Administration) (Relocation Assistance) Specification 2014, and
the person is dismissed for misconduct or becomes voluntarily unemployed within 6 months of the date on which they were first paid relocation assistance, and
a non-payment period for an unemployment failure is applicable to the person
then the duration of the non-payment period is 6 weeks instead of 4 weeks.
Job seekers participating in the ParentsNext program are not subject to work refusal and voluntary unemployment failures. ParentsNext is a pre-employment program and participants are not required to look for or accept paid work as part of their requirements to receive participation payments."

3. What is the Coronavirus supplement?

The Coronavirus supplement was introduced by the Australian Government as a response to the Coroanvirus pandemic. The Coronavirus supplement is paid to the following payments:
The Coronavirus supplement is paid at a rate of $550.00 per fortnight, on top of the base rate of payment you are eligible for.
From 25 September 2020, the Coronavirus supplement will reduce to $250.00 per fortnight.
Just $1 of your base payment will qualify you for the full Coronavirus supplement.

4. What is the Economic Support Payment?

Most payments and entitlements received a $750 economic support payment between 12 March and 13 April 2020.
A second $750 payment was paid to payments and entitlements who are not entitlted to the Coronavirus supplement on 10 July 2020.
There have been no further announcements for a third payment.

5. How do I calculate my JobSeeker Payment entitlement?

Centrelink's means testing is a rabbit hole I will try to explain as simply as possible.
There are two tests that determine your JobSeeker Payment rate: an income test and an asset limit. The income test has continued to apply through the Coronavirus support period, but the asset limits have been suspended. Read the correct section below about each test:
Asset limit
As aforementioned, asset limits do not currently apply to an individual's JobSeeker payment. From 25 September, your JobSeeker Payment will cease if your assets exceed the following amounts, dependent on your circumstances:
Family Situation Homeowner Non-Homeowner
Single $268,000 $482,500
Couple combined $401,500 $616,000
One partner eligible, combined assets $401,500 $616,000

Income test
As the aforementioned, the income test has always applied to JobSeeker Payment, even through the Coronavirus support period. Income that is assessable includes but is not limited to:
The income test free income limit will be changing from 25 September. The current limits are as follows:
Your income per fortnight Amount your payment reduces
up to $106 $0
$106 to $256 50 cents for each dollar over $106
over $256 $75 plus 60 cents for each dollar over $256
The new limits from 25 September, for most individuals:
Your income per fortnight Amount your payment reduces
up to $300 $0

6. What is the liquid assets waiting period?

Section 3.1.2.20 gives a quick summary:
"The LAWP [liquid assets waiting period] applies to ALL YA [Youth Allowance], Austudy, JSP [JobSeeker Payment] and SA [Sickness Allowance] recipients whose liquid assets (1.1.L.50) exceed a specified amount. Some payments may have other provisions that exempt a person from the LAWP in some circumstances. These provisions are explained in the specific payment topic. The LAWP can vary from 1 to 13 weeks in duration depending on:
the amount of the recipient's liquid assets, AND
whether they are a member of a couple (1.1.M.120), AND
whether they have dependent children (1.1.D.70)."
The liquid assets waiting period is currently waived for new applicants to JobSeeker Payment and Youth Allowance. It will be reintroduced on 25 September. The liquid assets waiting period will only apply only to new applicants to a benefit, not current receipients.
The schedule is waiting periods is very long so I will not repeat it here. You can find a full schedule here. The liquid assets waiting period is currently capped at a maximum of 13 weeks. The starting amounts for the liquid assets waiting period are as follows:

I'm a paraplanner (near to a financial adviser, and may I add, I'm almost there!) and I do Centrelink work as a part of my role. I spend a lot of my week on the phone to them ironing out client's records and straightening out interpretation of the Social Security Act 1991. You may remember me from the Centrelink timelines post! I am always happy to answer Centrelink queries, so feel free to direct message me if you ever want something answered. My personal strengths lie in the numbers side of things, so I run a lot of calculations for correct entitlements, but I can answer technical queries too to the best of my ability.
Be aware any advice I give (and to any extent this post constitutes advice) is GENERAL ADVICE and GENERAL INFORMATION only. If you need advice tailored to your personal circumstances, see a financial adviser, accountant and/or lawyer.

1. What are mutual obligations?

Section 3.11 of the Social Security Guide (a summary version of the Social Security Act 1991) defines mutual obligations as:
"requirements [...] designed to ensure that unemployed people receiving activity tested income support payments are actively looking for work and are participating in activities that will help them into employment."
In layman's terms: the government expects you to search for fair and reasonable work with a view to transition you off income support and into the workforce.
"Mutual obligations" is the broad term applied to activities expected to be completed by eligible jobseekers. Mutual obligations apply to JobSeeker Payment (22 years and older), Youth Allowance for Jobseekers (under 22), Parenting Payment and Special Benefit.
" When coming onto payment, participation payment recipients are generally required to connect with an employment services provider before receiving payment (3.11.12). Job seekers will then be required to enter into a Job Plan (3.11.2) which outlines all of a job seeker's mutual obligation requirements. These requirements will generally include looking for and accepting suitable work (3.11.1), attending appointments with their employment services provider, attending all job interviews and undertaking other suitable activities (3.11.3)."

2. What if jobseekers cannot meet their mutual obligation requirements?

In ordinary circumstances, employment service providers are expected to tailor a jobseeker's mutual obligations to their individual circumstances. We are all unfortunately aware this does not happen in practice. You are encouraged to change employment service providers if you do not feel your needs are being taken into account.
A jobseeker may be eligible for a temporary reduced work capacity, or a temporary exemption from mutual obligation requirements.
Under the current circumstances, the answer to this question is murky. You are still able to apply for temporary capacity and exemptions.
In the COVID world we live in, the answer to this question changes depending on where in Australia you live. Read the correct section below accordingly:

I live in Victoria
You cannot be penalised for not meeting your mutual obligation requirements. It does not matter what your employment services provider says, or what Services Australia says. You cannot be penalised.

I live outside of Victoria
From 4 August 2020, you can be penalised for refusing a job offer without a valid reason. This penalty is a 4-week non-payment period (i.e. a two payment suspension) identified in 3.11.3.50.
From 28 September 2020, you can be penalised for multiple items: (2nd reference, 3rd reference)
This penalty is as above, though from inferring via the legislation, this penalty extends to further financial penalities for both non-compliance and refusing work (3.11.3.50).
Non-Compliance Penalities
"Job seekers who have persistently committed mutual obligation failures are subject to escalating penalties for further non-compliance. The legislation does not define the circumstances in which a person can be taken to have 'persistently committed mutual obligation failures' but requires the Secretary to make a legislative instrument outlining how the decision maker is to be satisfied that they have. The Social Security (Administration) (Non-Compliance) Determination 2018 (No. 1) therefore describes the administrative mechanisms which are to be used to monitor a job seeker's compliance and identify when they have become persistently non-compliant.
Administratively, after 5 mutual obligation failures within 6 active months (3.11.13.10) (and if the person is found able to meet their requirements in the capability interview and capability assessment) the person will enter the Penalty Zone. Further mutual obligation failures without reasonable excuse will result in the person being determined to have 'persistently committed mutual obligation failures', and will result in them facing escalating financial penalties:
For the job seeker's first failure in the Penalty Zone the person's participation payment for that instalment period will be reduced by half.
For a second failure, the job seeker will lose their entire participation payment for that instalment period.
For a third failure, the job seeker's payment will be cancelled and a 4-week non-payment period will apply.
If a job seeker is cancelled from payment after 3 failures in the Penalty Zone, and they re-claim payment within 3 active months, they will remain in the Penalty Zone (which will recommence if their cancellation was for a mutual obligation failure). A first subsequent failure after re-commencement of payment would result in a reduction of the person's fortnightly payment by half, a second failure would result in loss of the fortnight's entire participation payment, and a third would result in cancellation."
Refusing Work Penalities
"Job seekers who refuse or fail to commence suitable work without a reasonable excuse will be subject to payment cancellation and a 4-week non-payment period (regardless of the zone they are in).
Job seekers who leave suitable work voluntarily or are dismissed from suitable work due to misconduct will be cancelled from payment if they are receiving payment and be subject to a 4-week non-payment period (or 6 weeks where the person received relocation assistance to move to take up the work - see below). Job seekers who claim payment after leaving work voluntarily or being dismissed for misconduct will not be paid for 4 weeks (or 6 weeks if they received relocation assistance - see below) from the date they became unemployed (subject to other waiting period provisions of the social security law, which are served concurrently with the compliance non-payment period but may be longer). No penalty will be applied if the job seeker leaves the job in circumstances where it was reasonable to do so, or the loss of their job was not due to misconduct.
If:
a person has been paid relocation assistance specified in the Social Security (Administration) (Relocation Assistance) Specification 2014, and
the person is dismissed for misconduct or becomes voluntarily unemployed within 6 months of the date on which they were first paid relocation assistance, and
a non-payment period for an unemployment failure is applicable to the person
then the duration of the non-payment period is 6 weeks instead of 4 weeks.
Job seekers participating in the ParentsNext program are not subject to work refusal and voluntary unemployment failures. ParentsNext is a pre-employment program and participants are not required to look for or accept paid work as part of their requirements to receive participation payments."

3. What is the Coronavirus supplement?

The Coronavirus supplement was introduced by the Australian Government as a response to the Coroanvirus pandemic. The Coronavirus supplement is paid to the following payments:
The Coronavirus supplement is paid at a rate of $550.00 per fortnight, on top of the base rate of payment you are eligible for.
From 25 September 2020, the Coronavirus supplement will reduce to $250.00 per fortnight.
Just $1 of your base payment will qualify you for the full Coronavirus supplement.

4. What is the Economic Support Payment?

Most payments and entitlements received a $750 economic support payment between 12 March and 13 April 2020.
A second $750 payment was paid to payments and entitlements who are not entitlted to the Coronavirus supplement on 10 July 2020.
There have been no further announcements for a third payment.

As the title says.
I been accompanying my bff (M, in his late 20s) now for a while on his dating journey. He's met tons of people (women ranging in the age between 21-35) over the past years on OLDs and IRL who were kinda "broken". He himself is aware that he also has baggage but has processed it through talking to friends and family and knows he's not perfect either.
Most of the people he met had such low self esteem, even a pebble stone has more confidence. And all this and anxiety, depression and whatever mental problems they have stems from one factor. Whoever they have been together with before, was the ultra classic: the abusive ex.
Ah, the good old abusive ex. Yes, we do understand if you had a terrible past experience with them. Yes, we do understand if they were toxic. We understand if they were cheaters, if they ignored you, if they played powemind games, if they were assholes, and destroyed you because they didn't know better or whatever they were thinking and didn't treat you like you should have been.
Guess what. YOU ARE NOT THE ONLY ONE.
He has been, I have been, almost every single fucking person here on Reddit in dating, dating_advice and other subreddits has experiences a horrible traumatic experience of physical, emotional abuse, manipulation and whatever the person did to them.
But you know what? This is not a reason to become a guarded person. Because why? Imagine you meet another person, you're infatuated by them and they're guarded as well. BOTH LOSE. YOU LOSE, THEY LOSE. None of y'all is able to experience fulfilling, healthy love.
The only way, to be able to experience full-blown intense passionate love is to be vulnerable. Love cannot exist without being vulnerable with each other. You cannot expect someone to shower you in love while you being guarded. They will pull back. Oh, you're surprised that people are moving on because you don't want to get attached? Well that's on you because you thought by being guarded you're protecting yourself.
Let me tell you this. As someone (31F) who's been through 3 failed long-term relationships spanning in total 10yrs, plus shitty dating life and such, I've been through everything:
Are these reasons to be a guarded person? Yes. Does that help to be a guarded person? NO. It helps to be cautious, but being guarded will lower your chances of falling in love, lower the chances of experiencing real love. I never guarded myself and never put up an emotional wall. I've experienced so much relationship bullshit that I could've put up an emotional wall to protect myself from bullshit, but guess what? I didn't because I knew that doing that will prevent me from finding love.
I repeat.
Love cannot exist without you being vulnerable and open with your potential person. Chances of getting hurt are high, but this is something that belongs together. You cannot avoid that.
Own your insecurities, this is your biggest strength, my friend.
End of the story. I met a dude back then, we clicked. I liked him. We started dating. I fell so hard but times were crazy and timing was weird. I didn't know what to do. I thought maybe he's gonna use me and throw me away. Maybe he just wanted sex and run. But you know what? I didn't care. I went all-in, cannonball and sometimes, things go well. Sometimes they don't. The guys in the past when I went all in cannonball didn't work out but it was a very informative experience that I learned about them. And lo' and behold, the last guy I fell for and was very open about everything — became my husband.
Remember my friend, you can do better. You can leave your past behind. Don't live in the past. Don't carry around this unnecessary baggage. I left my baggage behind to find love. I believe you can do it, too.
